Mark CareyMark Carey is the President of The Carey Group (TCG), a national consulting firm that provides training and technical assistance for justice and correctional professionals and community groups. He served as the Deputy Commissioner of Community and Juvenile Services for the Minnesota Department of Corrections from 1999 to 2003, the Director of Dakota County Community Corrections, the Director of Dodge-Fillmore-Olmsted County Community Corrections, and as the warden of MCF-Shakopee, the only women’s prison in Minnesota. He has over twenty years of experience in the correctional field serving as a counselor, probation/parole officer, planner, administrator, and consultant. Mark taught juvenile justice at the Community College in Rochester, Minnesota, and has published over a dozen articles and two books. Mark previously served as President of the American Probation and Parole Association (APPA). He has been on the APPA Board of Directors since 1997. In 1996 he received APPA’s Sam Houston University Award. He has served as President and Chair of a number of other Associations and Task Forces, and is a frequently requested keynote speaker and trainer. In 1993, he was selected as the Corrections Person of the Year by the Minnesota Corrections Association. |

Frank DomuradFrank Domurad is Vice President of The Carey Group and a nationally recognized expert in evidence-based practices (EBP). He has worked with community and institutional correctional agencies at the Federal, state and local levels across the country to implement EBP as well as to engage in strategic planning, assessment, human resource development, program implementation and training. Frank has written extensively on EBP, evidence-based management, cognitive-behavioral interventions, organizational development and change management, organizational culture, team building and collaboration, professional assessment/DACUM, strategic planning, e-learning, technology and public safety, and terrorism and homeland security. Prior to joining The Carey Group, Frank served as Director of Staff and Organizational Development and Deputy Commissioner for Planning, Administration and Technology for the New York City Department of Probation. He directed the design, implementation and evaluation of one of the City’s largest reengineering projects, Adult Supervision Restructuring (ASR), which restructured how the agency supervised 85,000 probationers resulting in a cumulative savings of almost $40 million in expenses. He is an expert in public finance and public policy at the Federal, state, and local levels. As the Deputy Auditor General for New York City, he oversaw over thirty city agencies with a combined budget of $45 billion. |

Christine TonerChristine Toner is an Associate with The Carey Group and is a licensed clinical social worker. She has worked with state and local governmental agencies across the country on the implementation of, and training and consulting in, evidence-based practices. Christine has trained extensively on cognitive behavioral programming such as Thinking for a Change, Motivational Interviewing, engaging families, and effective case management. Prior to joining The Carey Group, Christine worked for the New York City Department of Probation as Deputy Director of the Division of Staff and Organizational Development. She also served as Clinical Director for the national non-profit agency, Family Justice. Christine is currently an adjunct professor at Fordham University School of Social Services in New York City. |
